What it does
HB 24 changes how cities handle protests against a zoning change. Under the old rule, nearby property owners could force a supermajority council vote. The new law raises the share of neighbors needed to trigger that higher threshold and limits who counts as a protesting owner.
What it means for your community
Housing and commercial projects clear city council with a simple majority more often. If you want to fight a rezoning near your home, you need far more of your neighbors signed on than before, and you should speak at the public hearing.
