What it does
SB 3 would have banned the sale of consumable hemp products containing THC in Texas and set penalties for selling them. The Legislature passed the bill and the governor vetoed it in June 2025, so the ban did not take effect. Regulation of these products has since moved through state agency rulemaking and later legislative efforts.
